Why Does This Position Exist? • To lead the Telecommunications Engineering in the design development of a project.
• To ensure that Telecommunications design is integrated with the instrument and control design and the integrity of the system is not compromised in the execution of the project.
• Makes decisions on engineering problems and methods, and represents the organization in conferences to resolve important questions or to negotiate with key engineers and officials of other organizations
Major Accountabilities Of Position:

1 To ensure Health, Safety and Environment has the highest priority in all activities undertaken by Engineering and Design personnel. Directly responsible for output, may be shared with other Designers, depending on project
2 To perform Telecommunications engineering, design, procurement, construction, installation, testing, commissioning, start-up and any other work required to develop the telecommunications structure of oil and gas facilities projects. Directly responsible for output, may be shared with other Designers, depending on project
3 Assist projects with application of all necessary telecommunications licenses and permits required by the local authority. Directly responsible for output, may be shared with other Designers, depending on project
Perform Engineering design for VHF Marine Radio, Radio telephone, VHF Repeater and Portable Radios, Marine Satellite Telephone, VHF Aviation Radio, CCTV, Access Control, Marine Radar, Intrusion Detection, Facility Public Addressing, Telephony, Site Alarm, Structured Cabling, Fibre Optic communications, VHF and Satellite Data transmission for SCADA systems.
4 To provide all necessary input to the project control and reporting system, including attending review meetings, maintaining the progress report for the discipline, liaising with the project planning engineer for discipline progress planning and preparing the discipline section of the monthly report. 5 To prepare the telecommunications project design criteria prior to the commencement of any engineering or design activities Directly responsible for output, may be shared with other Designers, depending on project
6 To supervise the telecommunications design group by close liaison with the I&C discipline lead in order to achieve the project objectives. Directly responsible for output, may be shared with other Designers, depending on project
7 To produce all discipline design deliverables including telecommunication shutdown philosophy, telecommunications system block diagram, layout drawings, detail drawings, schedules, specifications, datasheets, calculations requisitions and technical tender evaluations in accordance with the project requirements, company procedures and standards. Directly responsible for output, may be shared with other Designers, depending on project
8 To specify and select appropriate telecommunications equipment to allow the project to develop a practical and economic design. Directly responsible for output, may be shared with other Designers, depending on project
9 To ensure technical integrity of telecommunications design deliverables for the discipline. Directly responsible for output, may be shared with other Designers, depending on project
10 To ensure that all document checking and design verification tasks have been completed in accordance with the company and project procedures before formal document issue. Directly responsible for output, may be shared with other Designers, depending on project
11 To review and approve the design documentation prepared by Suppliers, I&C discipline and others disciplines in accordance with the project requirements. Directly responsible for output, may be shared with other Designers, depending on project
12 To ensure conformance with customer requirements. Directly responsible for output, may be shared with other Designers, depending on project
13 To liaise with other design groups, and to coordinate the telecommunications activities with other groups to achieve the overall project design objectives in the most efficient manner Directly responsible for output, may be shared with other Designers, depending on project
14 To provide discipline input to the project key documentation during squad checking, or by the issue of key documentation change requests immediately the discipline activities create or identify the need for a change to those documents. 15 Ensure that any scope and schedule changes are captured by the Change Control Process. Directly responsible for output, may be shared with other Designers, depending on project

Requirements
Knowledge / Experience / Competencies Required
• Bachelor degree in Telecommunications Engineering (or related field) and 8+ years of previous experience with application and telecommunications system design in offshore / Onshore oil & gas facilities or related work experience, including supervisory/managerial experience within Engineering firm is required.
• Professional registration with active membership in a professional society is also required.
• Proficiency in utilizing specific computer software to complete engineering assignments.
• Proven capability for managing personnel and/or complex technical situations is required, as well as familiarity with industry practices and current technology.
• Requires communication skills to be able to successfully work in a team environment and communicate effectively with other disciplines.
• Experience with Intrinsically Safe and hazardous areas design concepts necessary.
• Experience with Voice and Data telecommunications, Fibre Optic, VHF, Satellite, Radio, Public Address and SCADA systems.
• Experienced in the specification, evaluation and documentation of telecommunications equipment.
• Knowledge of PLCs, DCS, SCADA, Emergency Shutdown systems, Fire and Gas systems and system integration.
• Shall be able to develop and check all telecommunications deliverables such as System Block Diagrams, Equipment Installation, Antennas Installation, Wiring and Termination, Schematics, Equipment location layouts, Cable routing layouts, Telecommunications philosophies, specifications and datasheets.
