Background
Global Environment Facility (GEF 4) has approved a grant for Nigeria to implement a climate change mitigation project titled “Promoting Energy Efficiency in Residential and Public Sector in Nigeria”. The overall objective of this project is to improve the energy efficiency of a series of end-use equipment (refrigeration appliances, air conditioners, lighting, electric motors and fans, heating appliances etc) used in residential and public buildings (schools, hotels, government offices etc) in Nigeria through the introduction of appropriate energy efficiency policies and measures (such as Standards and Labels) and demand-side management programs. Another objective of the project is to strengthen the regulatory and institutional framework, develop monitoring and enforcement mechanisms, provide training to appliance and equipment professionals, and launch a public outreach campaign to promote energy efficiency in Nigeria.
The activities to achieve these objectives are designed to enhancing the capacity of all relevant stakeholders at the national level of the concept, nature and potential of energy efficiency; develop policy and legal energy efficiency requirements of end-use appliances in Nigeria; train relevant professionals and carry out public outreaches; and conduct pilot project where 1 million compact fluorescent lamps (CFLs) will be distributed in residential and public buildings in Nigeria. The project will assist the government of Nigeria to put in place comprehensive energy efficiency policy and legislation. It will help to minimize the building of power stations, helping to save money which will be invested in other sectors. This will consequently help in mitigating the emission of greenhouse gases resulting from generating energy. It will also help to increase Nigerian’s access to electricity.

Background
Democratic governance is a concept that emerged from the principles that are based on the understanding that an effective system of democratic governance is one which is based on representative, equitable (across gender and other categories), transparent, accountable and inclusive institutions; a vibrant, responsible and capable media; and a dynamic civil society which is engaged in the political process. The overall goal of the Deepening Democracy Project in Nigeria is to help develop the capacity of national and sub-national institutions, networks and processes, whether governmental or non-governmental, as a contribution to the further entrenchment of democratic governance in Nigeria.
Efforts on the electoral cycle reinforce national efforts to build the norms, practices, mechanisms and institutions that can foster active citizenship and stronger democratic accountability, in keeping with the stated objectives of Government policy. The project provides technical assistance to the Independent National Electoral Commission and the State Independent Electoral Commissions. In addition, the project works with civil society and other democratic institutions to help them maximize public participation and confidence in the outcome of elections.
Work on broader issues of democratic governance helps build the norms, practices and institutions that can underpin the development of democratic governance in Nigeria over the medium- to long-term whilst also supporting near-term action on pressing issues such constitutional and electoral reform. The project primarily provides technical assistance and financing for capacity development linked to practical outcomes in a number of areas: legislature, civil society, media, gender equality in politics and the engagement of youth.
Under the strategic direction of the Project Director, and working in close coordination with INEC and civil society organizations (CSOs), the 2 Media Consultants will support the achievement of the results outlined in the UNDP DGD project approved Work Plan, that relate to the work on the achievement of deliverables of the media component of the project.
Duties and Responsibilities
Summary of key functions:
The overall goal of this assignment under output 5.1.6 of the DGD work plan is to develop a communication strategy framework for better communication and promoting dialogue with DGD various stakeholders including Government Institutions, National Assembly, INEC, Political parties, International partners, Civil society organizations, Media and the general populace with regards to the 2011 elections and the deepening of democratic culture in Nigeria.
Functions / Expected Results
1. Develop information and communication priorities for the DGD project during the elections support phase and the post elections phase of the project period.
Conduct a desk review of communication strategies of DGD various stakeholders including INEC, NASS and international partners
Review international best practices in effective democratic governance communication
Closely work with the Public Affairs Unit of INEC, INEC media correspondents Chapel and other stakeholders (National Broadcasting Commission, Nigerian Union of Journalists, Nigeria Press Council, Nigeria Press Organization, Ministry of Information) UNDP Communications Unit and communications units of DGD donor partners
Specify information and communication priorities for the DGD project
2. Define framework for providing information about the DGD project and establish a communication network for DGD clients and partners.
Identify relevant print and electronic media including internet based technologies for providing and sharing information about DGD with target audiences.
Identify creative, out of the box ideas and strategic alliances for promoting visibility for DGD and its various partners within the overall goal of deepening democratic culture in Nigeria.
Develop a detailed framework for implementation including activities, outputs, deliverables and timelines
3. Validation of DGD Communication Strategy with target audiences and stakeholders
Facilitate stakeholders forum and discussions around the DGD draft communication strategy
Collate stakeholders input and feedback into the DGD draft communication strategy
Edit and finalize inputs and as well reflect international best practices into the DGD Communication Strategy
Ensure gender mainstreaming into the DGD Communication Strategy
Submit a final report detailing process of the development of the Communication Strategy, including a detailed framework for implementation of the DGD Communication Strategy for the elections support phase and the post elections support phase.
IV. Impact of Results 
The Consultants are expected to ensure that the following results are achieved:
A Communication Strategy for the DGD project that will ensure:
Increased knowledge of DGD with its clients, various stakeholders and the general populace;
Improved communication within DGD and with its stakeholders on its strategic support to the 2011 elections and deepening democratic culture in Nigeria
Increased positive visibility for DGD and the Donor basket partners on the overall support to the 2011 elections and deepening democracy in Nigeria

Ability to facilitate meetings and guide discussions towards set goals and objectives
Ability to write excellent reports
Consistently approaches work with energy and a positive, constructive attitude
Demonstrates strong oral and written communication skills
Required Skills and Experience
Education:
A minimum of an advanced university degree in the field of Communication, Media studies or other social science related subject.
Experience:
At least 10 years progressive professional experience in work with Media in Nigeria.
Governance related media experience an advantage
Language Requirements:
Strong skills in written communications in English;
Excellent spoken English is also required.
