Overall Responsibilities
The Project Director serves as the project leader and head technical advisor for the Pro-ACT. Pro-ACT contributes to the USAID Assistance Objective 3: Increased Nigerian Capacity for a Sustainable HIV/AIDS and TB Response and particularly to Intermediate Result 1: “Increased access to quality HIV/AIDS and TB care and treatment services”, Intermediate Result 2 “Increased access to quality HIV/AIDS and TB prevention services” and Intermediate Result 5: “Strengthened public, private and community enabling environment.” The Project Director will continuously promote and nurture the creation of a shared project vision of “Nigerian State HIV/AIDS/TB leadership, management and service-delivery structures having capacity to continuously apply the basic Leading and Managing principles for participatory planning, management, coordination, monitoring, evaluation and resourcing of a multi-sectoral, gender-responsive HIV/AIDS response.

Pro-ACT contributes to the USAID Assistance Objective 3: Increased Nigerian Capacity for a Sustainable HIV/AIDS and TB Response and particularly to Intermediate Result 1: “Increased access to quality HIV/AIDS and TB care and treatment services”, Intermediate Result 2 “Increased access to quality HIV/AIDS and TB prevention services” and Intermediate Result 5: “Strengthened public, private and community enabling environment.” The Project Director will continuously promote and nurture the creation of a shared project vision of “Nigerian State HIV/AIDS/TB leadership, management and service-delivery structures having capacity to continuously apply the basic Leading and Managing principles for participatory planning, management, coordination, monitoring, evaluation and resourcing of a multi-sectoral, gender-responsive HIV/AIDS response.
The Project Director must be skilled in leading, high performing teams, communicating results and networking with counterparts, and completing deliverables on time.
The project goal is to build the capacity of public & civil society organizations and communities to strengthen systems for sustainable HIV/AIDS and TB service delivery. The program does not directly implement services but supports government and its partners to strengthen leadership and management structures, strengthen health systems and develop capacity for delivery of HIV/AIDS and TB services. The Project Director is accountable for achieving required project results through effective project planning and management, technical advising, administration and oversight, monitoring and evaluation and stakeholder relationship management. The Project Director is aware of and adheres to MSH’s procurement integrity standards in all activities.
Specific Responsibilities
1. Represent the project to USAID, Nigerian stakeholders, other donors, and the public health community at large.
2. Ensure collaboration with USAID, MOH representatives, and other partners and project team members to develop a coordinated plan for long-term technical assistance and establish targets and benchmarks for monitoring Project activities in the priority intervention areas.
3. Coordinate and supervise the activities of the project team and consultants to ensure the efficient operation of the project in coordination with existing MSH/Nigeria Country Office Management Unit.
4. Maintain regular communication and collaboration with MSH Cambridge office. Provide regular, comprehensive and accurate reports to MSH home office and to donors based on ongoing monitoring and evaluation.
5. Ensure appropriate management of funds, in compliance with USAID and MSH requirements.
6. With project team members, prepare scopes of work for short-term consultants, including indicators of successful completion of assignments.
7. With assistance from project team members, prepare all work plans, reports, and other documents for achievement and reporting of project results; organize and conduct integrated work planning with USAID, both quarterly and annually throughout the project to revise work plans and gain consensus of MOH officials and USAID collaborating organizations.
8. Ensure a comprehensive approach to institutional development and strengthening, and provide programmatic leadership to ensure seamless planning, implementation of activities and technical support.
9. Oversee staff and consultants responsible for building the capacity of organizations to successfully address the challenges of the HIV/AIDS costs and meet the demands of multilateral donors.
10. Provide technical input and access to technical information in his/her areas of expertise.
Qualifications
1. Graduate degree in international public health, international development, public administration, management, social sciences or a related discipline.
2. Demonstrated leadership and management capacity to oversee complex USAID-funded health programs in developing countries.
3. Nigeria-specific experience preferred; Africa experience required.
4. Proven ability to effectively monitor and evaluate programs and provide outstanding internal and external reporting on an ongoing basis.
5. Strong management, administrative, supervisory, and financial management skills.
6. Knowledge of PEPFAR-funded programs and experience managing relationships with USAID missions preferred.
7. Experience in the HIV/AIDS environment, as well as a proven track record in building the management and leadership capacity of public sector institutions, NGOs and FBOs and large membership networks is preferred.
8. Demonstrated ability to work independently and to develop a new project in a dynamic environment.
9. Experience in grants oversight preferred.
10. Demonstrated expertise in providing technical support to strengthen organizations’ management and leadership capacity, institutional systems and processes, and ability to effectively apply for and manage grants.
11. Strong interpersonal, verbal and written communications, teamwork and partnering abilities
12. Skills leading teams and supervising and mentoring staff.
13. Demonstrated computer skills in MS Office Suite applications, including Word, Excel.
14. Fluency in oral and written English required.
15. Willingness to travel within Nigeria regularly and to MSH headquarters as required.
