Description
MAIN TASKS & KEY RESPONSIBILITIES:
0. Subcontracting strategy
- for optimize rollout scenario
(with CCL + ROM + DT Country leader)
- CR2P cost saving strategy
1. Subcontracting development
- subco development plan (new service)
- training plan for subco and associated selection
- coordinate with CCL and ROM for TOJ, trial...
- subco certification "stamped for roll out"
2. Subcontractor panel manager:
- build knowledge of local subcontractors in term of deployment capacity,
countries adaptability, pricing and quality.
- Reliable local subco data base filled with: deployment capacity,
skill inventory, countries of deployment, pricing, quality …
- Program's audit for collection of non referenced subco
3- Subcontractor Coordinator Missions
- Inventories of all Subco in the country and/or sub-region
- Subco companies structure follow up and audit
- Subco safety rule follow up
- Subco resources in technical assistance, knowledge follow up.
- Decision support for program on Technical Assistance or Lumpsum
- Subco contract follow up for the program
- Quality audit for as built sites.
4- Subcontractor Contract Manager Missions
- Preparation and management of PO to S/C
- Planning presentation to subco
- Project review with Civil Work S/C
- Site Audit : Quality / Security
- Claim management
- Subco progress report
- Project assesment report
- Capacity deployment scenario up date
Qualifications
MANDATORY SKILLS & KNOWLEDGE:
1. Background in the Telecoms Industry
4. Good negociation skills: Ability to negotiate and sort out conflict with subco.
5. Good communication skills: Should be able to lead meeting with Subco and Purchase Dept. .
6. Ability to manage subcontracting resources for Alcatel - Lucent Projects.
7. Roll out skills: Ability to manage operations between Alcatel - Lucent and Subcontractors.
8. Able to coordinate with Purchasing Department, tendering, roll out in line with Alcatel-Lucent Purchase Policies and Processes.
9. Knowledge of realization of telecoms networks associated to civil works.
10. knowledge of related subco Companies of the marketplace.
11. Knowledge of purchase & admin procedures is a key plus.
PERSONAL QUALITIES REQUIRED:
1. B. Sc., B. Eng, HND (Electrical/Electronics/Computer Engineering or Physics)
2. Not less than 3 years cognate experience as BSS Local Project Manager or BSS Program Manager or General Roll out Mgr.
3. Contract management skills (subcontracting).
4. fluent in english.
