Job description
• HSE
• Coordinate the application of HSE provisions on sites and in operating entities and/or for acquisition/transfer of assets
• Provide discipline specific HSE instruction (on-the-job, legally requisite)
• Define the HSE philosophy and criteria to be applied in pre-projects and projects
• Ensure techno watch in HSE and operating disciplines so as to optimize HSE concepts and reference system
• Examine requests submitted for concession/exemption from application of reference procedures
• Devise training plans in coordination with department and HSE function
• Perform and direct HSE studies undertaken for the design of installations, the execution of operations and for abandonment, and coordinate as necessary
• Take part in technical reviews on projects and audits on installations and operations (PTR, OPERSAFE..), check for conformity to reference system
• Introduce and operate a reporting system on incidents, accidents, anomalies
• Perform incident, accident and anomaly investigations and analyses
• Ensure follow-up of HSE performances and necessary benchmarking
• Ensure HSE coordination with the operating disciplines and their representatives in Affiliates and HQ
• Participate in the introduction and management of crisis and contingency management systems, check on their efficiency of their application
• Logistic method
• Perform the studies needed prior to start-up of activities as part of compilation of dossiers for obtaining authorisations
• Monitor and control expenditure against the budget
• Propose and obtain adoption of new policies in working concepts and best practices
• Participate in the follow-up and approval phases of project documents
• Contribute to drafting of reference documents (directives, rules, specifications, procedures)
• Contribute to the establishment and maintenance of know-how: reference documents, specifications, guides and handbooks
• Represent the Company in meetings with authorities, other operators and partners
• Contracts
• Keep tracking of changes in HSE regulations and plans for new regulations
• Supervise the administration of the contracts with the Contracts Engineers.
• Represent the Control and Services of logistics at meetings with local authorities.
• Supervise the DW logistics cost control and cost reporting functions
• Manage the administration functions of logistic
• Manage the close out cost recovery with local authorities during the project phase.
• Cost recovery activities
• Perform contracts close out with contractors
• Perform the technical work of the cost recovery o and assist with Venture Management on clarification and further discussions with local authorities
• Ensure contractors raise all change order requests to clear backlog for the Akpo project
• Review all change orders in detail and verify compliance and follow up the COMPANY approval process.
• Obtain approval for change orders from the Technical team in NAPIMS
• Review and justify variances from budget with NAPIMS board
• Meet with contractors and authorities on a regular basis and have open channels of communication to expedite contract close out and cost recovery
• Contribute to establishment of the department’s budget
• In direct link with JV for the follow-up of the budget mainly cost allocation and shared base
Job requirements
High potential of increase in reserves and operated production
• Strong presence of the concessionaire NNPC and its subsidiary ( NAPIMS) as well as the local mining authority ( DPR)
• Demanding associative context, with strong participation of the partners (Sapetro, CNOOC and Petrobras)
• University degree with 5 years experience in all aspects of HSE, risk awareness, incident/ accident investigation and reporting and MEASTRO management systems
• General knowledge in oil industry marine logistics
• Strong motivational, planning and decision making skills required
