Overview:
Since 2002, the Clinton Health Access Initiative, CHAI (formerly the Clinton HIV/AIDS Initiative), has been assisting developing countries in implementing large-scale, integrated HIV care, treatment, and prevention programs. CHAI is currently active in Africa, the Caribbean, Asia, and Eastern Europe. In support of national HIV/AIDS programs, CHAI provides technical assistance, mobilizes human and financial resources, and facilitates the sharing of best practices across projects. CHAI has also negotiated agreements with leading pharmaceutical companies that have lowered the cost of HIV/AIDS and malaria diagnostics and treatment in the developing world by 30-90%. Our ultimate objectives are to make high-quality HIV/AIDS and malaria care and treatment available to all who need it, and to partner with governments and other stakeholders to strengthen healthcare systems and develop sustainable strategies to overcome obstacles to scale-up.
Summary of Position:
The Clinton Health Access Initiative (CHAI) is looking for volunteer technical advisors to assist governments in developing proposals for funding from the Global Fund to fight AIDS, Tuberculosis and Malaria (Global Fund), and in managing approved proposals. The Global Fund is one of the largest sources of funding for the three diseases, and to access resources countries are required to develop a complex, detailed proposal. Technical assistance to support proposal development requires strong coordination with the national government and other donor/NGO partners in country to identify high-priority program areas, the ability to interpret data and synthesize complex documents and issues into clear, straightforward prose, and quantitative skills to put together well-supported budgets and targets. Once resources are approved, governments often require technical assistance in ensuring the funds are effectively and efficiently utilized, and in building the management systems to ensure overall program effectiveness. CHAI provides staff support for the various coordinating, writing, quantification and systems building tasks necessary for a successful proposal and program implementation.
CHAI works in close partnership with the Ministries of Health (MOH) in these countries, procuring pediatric and second line ARVs, and providing technical assistance in a variety of areas. The Technical Advisors will work closely with the CHAI country team on the ground to provide technical support to the MOH, cooperating on a regular basis with donors, NGOs and civil society.
These are challenging but very rewarding positions, which will have direct and immediate impact on tens of thousands of patients in need of life-saving medications. It is an opportunity to work closely with governments committed to HIV prevention, care and treatment, provide critical skills and build systems, tools and capacity that will enable access to and better management of funds to fight the disease.
Responsibilities:
Responsibilities vary somewhat by country, but generally include:
Work with the MOH and partners to map funding needs and available funds for HIV in developing countries in the short to medium term
Work with the MOH and partners to align key stakeholders, including donors, local and international NGOs and civil society groups, behind the priorities in the HIV programs that require funding in the 3-5 year horizon
Prepare required analysis, including mapping of current funding streams and existing programs and systems, in preparation for submission of Global Fund proposals
Provide additional technical assistance as needed in the areas of M&E, data management, budgeting and financial planning in the area of HIV/AIDS and in the health sector overall
Assist the MOH to build capacity and take a coordination and leadership role relative to donors and implementers
Qualifications:
For many, but not all positions: very strong quantitative skills, including significant experience working in excel on budgeting
For many, but not all positions: strong writing and synthesis skills, including experience in proposal writing
Applicants with management consulting or other relevant private and public sector experience are strongly encouraged to apply
Exceptional diplomatic and interpersonal skills, and ability to build relationships
Excellent organizational and problem solving skills
Strong communication skills, including the ability to prepare compelling presentations
Ability to multi-task and to be effective in high-pressure situations
Ability to work independently on complex projects and proactively manage projects with minimal supervision
Advantages:
Knowledge of/experience with the Global Fund proposal development process as well as knowledge of other donor funding mechanisms and processes (e.g., IHP, SWAp, HIPC funds, etc.)
Experience with working in developing countries, particularly in health or HIV/AIDS-related issues
Experience working with recipient country governments and international partners in country
French and Russian required for some positions
