Job description
MAIN RESPONSIBILITIES :
Investigates potential suppliers and recommends those most suitable
Analyzes technical data, designs, specifications, manufacturing limitations, supplier facilities, and availability of materials & equipment.
Preparation of procurement strategies.
Manage the tendering process, including evaluation processes.
Review and finalize contracting documents for the project
Negotiation of major procurement packages
MAIN ACTIVITIES :
Develops specifications and performance test requirements to facilitate procurement of materials and equipment.
Consults with engineering personnel to establish performance criteria and specifications for manufacturing and testing.
Advises company personnel, suppliers, and customers of nature and function of materials & equipment.
Interviews supplier representatives regarding specifications, costs, inspection, and similar items relating to materials & equipment.
Manages purchase requests and purchase orders.
Manage negotiations for orders.
Reviews the quality level and standards of suppliers to verify that they meet the reqired standards.
Create scope of work from which supplier contracts will be negotiated.
Establishment the procurement processes of the Project, including commercial risk evaluation where required.
Demonstrate visible leadership and commitment to excellent HSE performance.
Compile and manage CFT packages.
Monitor and report on contractors contracting and procurement activities.
Ensure that safety of both staff and contractors employed, with particular attention to contractor HSSE, as well as QA/QC, environmental and community relations aspects are included in the contractual requirements.
Manage contract audits.
Manage the variation process.
Preparation and Management of Project Budgets
Preparation of Contract Documents
Responsible for ensuring the consistency of all procurement and commercial terms and conditions at overall package level
Finalise Tender Documents, participate in prequalification of tenderers, deal with queries during the bid phase, perform bid evaluation and participate in negotiations.
Ensure the application and respect of the procedures in the tender process,
Preparation and expediting of the Contracts / Purchase Orders documents
Preparation of the commercial and contractual evaluations up to the final recommendation
Contractual/commercial administration throughout the execution of the Contracts
Liaise with Planning and Scheduling Engineer in order to anticipate supply requirement
Consolidate all contracts and purchasing information based on UNISUP (EPSCC, technical assistance…) for analysis and reporting, weekly and monthly, monitor the completion dates and renewal dates, and reports it during Project meetings,
Attend Project Meetings
Prepare reports and provide input to reports as required.
Implement in UNISUP all Outline Agreements and Purchase Orders in relation with Cost Control Engineers.

Job requirements
Technical professional with experience in the Construction & Building industry with knowledge of all phases of major construction & building projects
In addition, will be educated to first degree level in a relevant subject or equivalent and chartered member of a relevant discipline is preferable.
Excellent communications skills, both written and oral,
Will have the ability to challenge others in a constructive manner and negotiate with internal peers and partner representatives to influence plans.
Will be a good team player with a pro-active and flexible attitude, and able to work in a multi-cultural environment with demonstrable negotiation skills.
Preferable to have extensive experience of Civil Construction and Buildings.
Fluent in English, Strong Communication skills, Autonomous, Highly motivated, Rigorous.
