Overview:
As a core team member of CHAI’s Global Human Resource for Health (HRH) team, the HRH Program Officer will work to support various CHAI country teams and respective governments in their drive towards:
Increasing the number of qualified new healthcare workers;
Optimizing the distribution of healthcare workers to ensure that all patients are served (i.e., ensure workers are equitably deployed to reflect the distribution of clinical need); and
Maximizing the productivity of existing healthcare workers (i.e., enabling existing healthcare workers to see more patients in a given time period).


The Program Officer will also help develop documents that articulate CHAI’s HRH programmatic and fundraising strategies. S/he will work alongside CHAI country teams to secure funding for country-level implementation work, and communicate actively with new and existing donors.
We seek a highly motivated, entrepreneurial individual with outstanding problem-solving, managerial, analytical and communication skills. The Program Officer must be able to function independently and flexibly, and have a strong commitment to excellence. The location of this position is flexible with regional travel expected. This position reports to the Global Team HRH Director.
Responsibilities:
Support the CHAI local HRH team with implementation support and technical assistance, including data management and quantitative analysis, and project oversight to support the Ministry of Health (MoH) in potentially the following areas:
Identify, develop, and implement innovative, high-impact HRH strategies that are consistent with national HRH strategic needs
Strengthen health information management systems to monitor HR scale-up indicators and track HRH progress and vacancy rates
Provide analytical, strategic and project management support to MoH to increase the capacity of training institutions
Implement a standardized tool to facilitate strategic hiring and deployment decisions
Update/apply workforce optimization model analytics to support MoH with ongoing strategies:
Align national training institution output with health facility needs
Support MoH to analyze the posting of new graduates to facilities based on district prioritizations
Assist MoH with health budget analysis based on optimal staffing targets
Map national HRH financial resources and activities among MoH and key stakeholders
Collaborate with other CHAI countries to share HRH analyses and methodologies
Maintain CHAI’s HRH knowledge-sharing resources among countries
Assist the Global Team Director in developing materials for and managing the process of approaching potential HRH donors and partners
Assist the Global Team Director and CHAI country team in the development of HRH-related quarterly and annual work plans and budgets, reports, donor proposals, and sub-project documents
Provide logistical and process management support to local CHAI and MoH teams in the implementation of HRH strategies
Qualifications:
Minimum of Bachelor’s degree from a recognized university
Minimum of three years experience in project management, with demonstrated ability to generate results
Ability to leverage data to structure and create analyses to address specific situations or improve working practices; ability to deal with sparse data and ambiguity and maximize available data to provide analytical recommendations
Ability to absorb and synthesize a broad range of information
Ability to achieve maximum efficiency and impact with limited financial resources and minimal oversight and guidance
Ability to handle multiple tasks simultaneously, set priorities and work independently
High level of proficiency in Excel, Access, PowerPoint and Word (VBA skills preferred, but not required)
Ability to work collaboratively and creatively with a wide range of stakeholders to influence change, inspire teamwork and achieve results
Excellent interpersonal, written and verbal communication skills
Exceptional leadership, problem-solving and analytical capabilities
